Procurement Requirements
I. Project Objectives: The existing site cannot meet the management and storage needs of the archives. To better preserve the vehicle management archives and ensure their integrity, this project is necessary.
II. Procurement Organization Type: Open Bidding
III. Project Overview:
1. Project Budget: 2.625 million yuan (including all expenses related to this project, such as employee salaries (overtime pay, various social insurance fees as stipulated in the Labor Contract Law, staff food and lodging, transportation, tools, office expenses), administrative office expenses, public facility maintenance fees, site rental fees, and taxes).
2. Service Content: This project aims to provide storage for a total of approximately 11,529,941 motor vehicle and driver archives currently held by the vehicle management office. A large site is required for unified management and storage, along with proper shelving, storage, and in/out handling of the archives.

4. Service Period: 18 months from the date of contract signing.
5. Service Location: Address provided in the bidding document.
6. Bidder Qualification Requirements:
(1) Meet the requirements of Article 22 of the "Government Procurement Law of the People's Republic of China";
(2) Not listed as a dishonest executor, a party involved in a major tax violation case on the "Credit China" website (www.creditchina.gov.cn), or listed on the "China Government Procurement" website (www.ccgp.gov.cn) as having a record of serious violations of government procurement laws;
(3) Qualification requirements for implementing government procurement policies: None.
(4) Specific qualification requirements for this project: None.
IV. Service Requirements and Content
1. The vehicle management office's motor vehicle and driver archives require storage space and administrative office space; the cost is included in the quotation.
2. A designated parking area must be provided for the convenience of the purchaser's vehicles; the cost is included in the bid price.
3. Site Area: No less than 6,000 square meters.
4. Service Location: Service location provided in the bidder's tender document.
5. During the service period, the bidder shall bear the public facility maintenance costs, including daily maintenance and repair fees, elevator maintenance and annual inspection, water pump maintenance and repair fees, and fire monitoring equipment maintenance and annual inspection fees.
6. The bidder shall ensure the safe use of the rented premises and be responsible for inspecting the premises and their attachments. The bidder shall respond within 5 minutes of receiving a repair call from the purchaser, arrive on site within 1 hour, and complete the repair within 4 hours. The bidder shall be liable for any losses suffered by the purchaser or a third party due to delays in repairs by the bidder.
7. The bidder shall provide ten days' written notice to the purchaser before repairing the premises and their attachments, and the purchaser shall actively assist and cooperate. If the bidder fails to fulfill the contractual obligations of repair and maintenance, resulting in damage to the premises, property loss, or personal injury to the purchaser, the bidder shall bear the liability for compensation.
8. If the rented premises and equipment are damaged due to force majeure, neither the bidder nor the purchaser shall bear any responsibility.
9. During the service period, if the bidder needs to transfer or mortgage the premises, they shall notify the purchaser two months in advance. Under equal conditions, the purchaser has the right of first refusal.
10. The bidder must sign a confidentiality agreement with the purchaser, and personnel involved in this project must separately sign a confidentiality agreement regarding the project documents and data security.
