(I) Departments and Responsibilities
1. Alliance Member General Assembly
◎ The Alliance Member General Assembly is the highest authority of the Alliance. The specific operation and various decisions of the Alliance are coordinated and voted on by the chairman at the meeting, and implemented by the secretary-general;
◎ The Alliance Chairman's Meeting is responsible for formulating the Alliance's articles of association, determining the conditions for membership, reviewing opinions and suggestions submitted by members, deciding on the Alliance's joint publicity and promotion plan, supervising the Alliance's financial operations, and handling conflicts of interest among Alliance members, etc.;
◎ More than 2/3 of the member units (or their delegates) must be present to convene the Alliance Chairman's Meeting, and its resolutions must be passed by more than 2/3 of the member units (or their delegates) present to be effective; The meeting can be held online or offline.
2. Secretariat
◎ Generated by the resolution of the Alliance meeting, it serves as the permanent institution of the Alliance;
◎ Coordinate communication and cooperation between various departments and members within the Alliance to ensure smooth information flow;
◎ Responsible for the organization and arrangement of various meetings and activities of the Alliance, including meeting preparation, venue arrangement, material preparation, etc.;
◎ Draft, review, and issue the Alliance's documents, announcements, and notices to ensure the standardization and accuracy of documents;
◎ Collect, organize, and analyze information and data from the international security industry to provide reference for Alliance decision-making; Handle the Alliance's daily administrative affairs, such as fund management, material procurement, and archive management;
◎ Maintain the Alliance's official website and social media accounts, update content in a timely manner, and showcase the Alliance's achievements;
◎ Connect with external institutions and organizations, respond to inquiries and cooperation intentions, and promote the Alliance's external exchanges and cooperation;
◎ Track the implementation of Alliance resolutions and promptly report progress and issues to the Alliance Chairman;
◎ Assist in resolving the problems and needs of member units and provide necessary support and services;
◎ Responsible for the establishment of the Alliance's liaison office in South and Southeast Asia, member and member file management;
◎ The Secretariat is located in the Central Legal District of Kunming City.
(1) Liaison Department
◎ An internal institution of the Alliance Secretariat, composed of members from the respective countries or regions;
◎ Internal liaison and coordination: Responsible for daily liaison and communication between various member units within the Alliance, promoting timely information transmission and exchange.
◎ External liaison and cooperation: Establish and maintain good liaison relationships with relevant government departments, industry associations, enterprises, etc., to win support and resources for the development of the Alliance.
◎ Represent the Alliance in various external exchange activities, publicize the Alliance's aims, goals, and achievements, and enhance the Alliance's reputation and influence.
◎ Regularly prepare liaison work briefings to report the progress and achievements of the liaison office's work to the Secretariat and Alliance members.
(2) Development Department
◎ Conceive, plan, and design various projects that conform to the Alliance's aims and development direction, including but not limited to research projects, cooperation projects, and promotion projects;
◎ Conduct feasibility studies and preliminary preparations for projects, including resource needs assessment and risk analysis, laying the foundation for the smooth implementation of projects;
◎ Actively integrate the human, material, and financial resources within the Alliance to achieve optimal resource allocation and efficient utilization;
◎ Develop external resources and establish cooperative relationships with government departments, enterprises, research institutions, social organizations, etc., to obtain support in terms of funding, technology, and talent;
◎ Responsible for cooperation negotiations, agreement signing, etc., to promote the implementation of cooperation projects, and evaluate and provide feedback on the effectiveness of cooperation;
◎ Establish a development indicator system to regularly monitor and evaluate the development status of the Alliance, promptly identify problems, and propose improvement measures.
(3) Membership Department
◎ Develop membership recruitment plans, actively expand the membership team, and attract qualified security companies, institutions, and professionals to join the Alliance;
◎ Responsible for membership qualification review to ensure that members meet the Alliance's membership standards and requirements;
◎ Establish member files, register, update, and manage member information to ensure the accuracy and completeness of member information;
◎ Responsible for the receipt and settlement of Alliance funds, reasonably arrange the use of funds, and ensure the safe and efficient operation of funds;
◎ Responsible for the registration, accounting, verification, and inventory of the Alliance's fixed assets to ensure the safety and integrity of assets;
◎ Evaluate and manage intangible assets to protect the Alliance's intellectual property rights and brand value.
(5) Public Relations Department
◎ The Public Relations Department is responsible for maintaining the Alliance's good image;
◎ Maintain close contact with various media and release Alliance information;
◎ Actively expand external cooperation and coordinate resources from all parties;
◎ Handle crisis public relations and maintain the Alliance's reputation;
◎ Organize public relations activities to enhance the Alliance's influence;
◎ Collect public feedback, provide reference for Alliance decision-making, and promote friendly exchanges between the Alliance and the outside world.
(6) Event Planning Department
◎ The Event Planning Department is responsible for the planning and organization of various Alliance activities;
◎ In-depth understanding of the Alliance's needs and goals, develop detailed plans;
◎ Coordinate resources from all parties to ensure that venues, personnel, etc. are in place;
◎ Control the activity process and details to ensure the smooth progress of the activity;
◎ Collect feedback, evaluate and summarize the effectiveness of the activity, and continuously optimize subsequent activities.
(II) Positions and Responsibilities
1. Alliance Chairman
◎ The Alliance Chairman is elected by a two-thirds majority vote of the representatives of all members of the Alliance; The first Chairman of the Alliance will be the Director-General of the Chinese Liaison Office of this Alliance;
◎ The term of office for the Alliance Chairman is five years, with only one consecutive term allowed. The Chairman may appoint honorary chairmen of this Alliance;
◎ Attend the Alliance Chairman's meetings, deliberate and vote on various proposals of the Alliance Chairman's meetings;
◎ Supervise the specific operation and financial operation of the Alliance;
◎ Maintain the overall interests of the Alliance and maintain relationships among members of the Alliance.
2. Alliance Vice Chairman
◎ The Alliance Chairman is elected by a two-thirds majority vote of the representatives of all members of the Alliance;
◎ The term of office for the Alliance Vice Chairman is five years, with only one consecutive term allowed;
◎ The Alliance Vice Chairman shall assist the Chairman in formulating the Alliance's strategic plan;
◎ Participate in major decision-making to ensure the scientific nature and feasibility of decisions;
◎ Responsible for external liaison and cooperation, expanding the international influence of the Alliance;
◎ Supervise the operation of the Alliance's business, ensuring service quality and efficiency;
◎ Coordinate internal resources and resolve inter-departmental conflicts;
◎ Pay attention to industry trends, provide innovative ideas and suggestions for the development of the Alliance, and promote the Alliance's important role in the field of international security.
3. Secretary-General
◎ The Secretary-General / Deputy Secretary-General is appointed by the Alliance Chairman. If they are unable to perform their duties during their tenure or due to personal reasons, they may submit a resignation letter to the Alliance Chairman for replacement;
◎ Responsible for regularly organizing the Alliance Chairman's meetings and implementing decisions made by the Alliance Chairman's meetings and the Alliance's operating methods;
◎ Guide the Secretariat in carrying out the daily operation and management of the Alliance organization.
4. Treasurer
◎ The Alliance Treasurer is appointed by the Alliance Chairman. If they are unable to perform their duties during their tenure or due to personal reasons, they may submit a resignation letter to the Alliance Chairman for replacement;
◎ Responsible for the financial work of the Alliance Secretariat, reasonably planning the use of funds, keeping good records of income and expenditure, and ensuring that various security activities and daily operations have sufficient financial support;
◎ Properly manage and regularly check the Alliance's assets, ensuring the integrity and appreciation of assets;
◎ The Treasurer prepares accurate financial statements, truthfully reports the financial status to the Alliance leadership and member units, and accepts supervision and audit;
◎ Also provide financial advice for major decisions of the Alliance to ensure the stable development and efficient operation of the Alliance.
5. Deputy Secretary-General
◎ Assist the Secretary-General in carrying out work, handle daily administrative affairs, and ensure the normal operation of the Alliance;
◎ Responsible for coordinating the operation of various departments within the Alliance to ensure smooth information flow and efficient work collaboration;
◎ Participate in formulating the Alliance's development strategy and work plan, and provide valuable suggestions for Alliance decision-making;
◎ Actively contact member units, understand their needs and provide corresponding services to enhance the cohesion of the Alliance;
◎ Organize and prepare various meetings and activities, and conduct pre-planning and follow-up;
◎ Represent the Alliance in external exchanges and cooperation to enhance the international influence of the Alliance.
