Chapter 1 General Provisions

Article 1 This alliance is officially named the "International Security Alliance for South and Southeast Asia", abbreviated as ISASSA (hereinafter referred to as "this alliance"). The official languages of this alliance are English and Chinese.

Article 2 The purpose of this alliance is to promote economic, trade, and cultural exchanges and cooperation between China and the South and Southeast Asia region, safeguard the security of investment, trade, property, institutions, and personnel among countries in this region, provide security measures and guarantees to market entities, coordinate and guide security services, improve the level and quality of security services, and enhance communication between the security industry and government departments and industry practitioners in various countries.

Article 3 Responsibilities of this alliance:

(1) Strengthen communication and contact with relevant government departments and all levels of society within this region, conduct publicity, and enhance the understanding of security services among governments and all levels of society in various countries.

(2) Organize and coordinate friendly exchanges between internal and external organizations of the industry, play the role of a bridge and link between governments, enterprises, and security institutions, transmit relevant security information, improve industry practice standards, and better provide security services.

(3) Participate in international security professional technology exchanges, join international security institutions, and participate in the activities organized and carried out by them.

(4) Coordinate and guide investment entities in selecting appropriate security institutions, and carry out professional security work throughout the entire process and in all aspects.

(5) Research and formulate industry standards and codes of conduct for the alliance, and promote them to relevant institutions of the alliance.

(6) Conduct research on the security situation in the South and Southeast Asia region and report to alliance members; conduct research on security topics and provide security ideas and plans to relevant international security organizations and institutions.

(7) Provide international security business training to security institutions and personnel of the alliance, and provide qualification certification to improve the professional level and capabilities of security institutions and personnel.

(8) Hold regular and irregular forums and salons on international security to provide business exchange opportunities for member units of the alliance.

Chapter 2 Alliance Members

Article 4 This alliance adopts a group membership system and an individual membership system.

Article 5 For applications to join this alliance, those whose countries have established alliance liaison offices will be recommended by their alliance liaison offices and approved by this alliance; those whose countries have not yet established alliance liaison offices can apply directly to the alliance for approval.

Article 6 Rights of alliance members

(1) Enjoy the relevant resources of this alliance;

(2) Participate in relevant conferences organized by this alliance;

(3) Have the right to elect and be elected;

(4) Have the right to make suggestions on the work of this alliance;

(5) Have the freedom to withdraw from this alliance.

Article 7 Obligations of alliance members

(1) Abide by the alliance charter and safeguard the legitimate rights and interests of the alliance;

(2) Implement the resolutions of the alliance and complete the tasks entrusted by the alliance;

(3) Pay membership fees on time.

Chapter 3 Organizational Structure

Article 8 The highest authority of this alliance is the annual general meeting of alliance member representatives.

Article 9 Each country shall establish an alliance liaison office, which shall be approved by the general meeting of alliance member representatives.

Article 10 The headquarters of this alliance shall be located in the secretariat, and the Chinese liaison office shall undertake the daily work of the headquarters secretariat; the permanent address is Kunming Central Legal District, Kunming, Yunnan Province, China.

Article 11 The chairman and vice chairmen of the alliance shall be elected by a two-thirds vote of the attending members at the general meeting of alliance member representatives. The term of office for the chairman and vice chairmen is five years, and the chairman and vice chairmen can only serve one consecutive term. The chairman may appoint honorary chairmen of this alliance.

The first chairman of the alliance shall be the director-general of the Chinese liaison office of this alliance.

Article 12 The secretary-general and treasurer shall be appointed by the chairman of the alliance. The secretary-general shall be responsible for the daily work of the alliance secretariat, and the treasurer shall be responsible for the financial work of the alliance secretariat.

Chapter 4 Funding

Article 13 Sources of alliance funding

(1) Membership fees paid by alliance members;

(2) Donations from groups and individuals;

(3) Income from alliance activities;

(4) The annual membership fee for the chairman of the alliance is US\$20,000, the annual membership fee for the vice chairman of the alliance is US\$10,000, the annual membership fee for group members is US\$1,000, and the annual membership fee for individual members is US\$500.

The activity expenses for the first year shall be borne by the first chairman, and the founding units or individuals shall be exempted from membership fees for the first year.

Article 14 Expenditure of funds

(1) Office expenses of the alliance secretariat (including staff salaries, welfare), meeting expenses, and expenses for carrying out activities, etc.;

(2) Other expenditure items jointly approved by the chairman, vice chairman, and secretary-general.

Chapter 5 Supplementary Provisions

Article 15 This charter shall come into effect after being approved by a two-thirds vote of the attending members at the first general meeting of alliance member representatives.

Article 16 For the formulation and amendment of this charter, more than two-thirds of the representatives shall attend the general meeting of alliance member representatives, and it shall come into effect after being approved by a two-thirds vote of the attending members.

Article 17 The right to interpret this charter belongs to the secretariat of this alliance.
