The South Asia and Southeast Asia International Security Alliance (hereinafter referred to as "the Alliance") is an international non-governmental organization dedicated to jointly addressing security threats and challenges faced by the region. It aims to leverage Yunnan's geographical advantage as China's gateway and bridge to South Asia and Southeast Asia, promote the construction of the Kunming Central Legal Services Zone, vigorously strengthen foreign-related rule of law construction for South Asia and Southeast Asia, and by strengthening communication and cooperation among Alliance members, give full play to the overall advantages of the security service industry.

I. Background of Establishment

With the deepening development of globalization and the further strengthening of international cooperation mechanisms, especially with the advancement of China's "Belt and Road" Initiative and the signing of the RCEP agreement, exchanges and cooperation between China and South Asian and Southeast Asian countries continue to increase. Project investments, goods and services trade, personnel exchanges, and cooperation mechanisms between them are constantly growing. However, the current global security situation is complex and volatile, with the world facing multiple crises such as geopolitical conflicts, bloc confrontation, and high inflation. Terrorism is rampant, and security incidents threatening personal and property safety occur frequently. Various security issues are becoming increasingly severe, and only through the joint actions of relevant countries, especially all nations, can security governance be achieved. II. Significance

The establishment of the Alliance can effectively promote economic, trade, and cultural exchanges and cooperation between China and the South Asian and Southeast Asian regions, ensuring the safety of investments, trade, property, institutions, and personnel among countries and regions within this area. It will provide security measures and guarantees to market entities, coordinate and guide security services, improve the level and quality of security services, and enhance communication between the security industry and various government departments and industry practitioners. This will form a "government-civilian combined, tiered response" model for protecting the legitimate interests of cross-border enterprises and personnel, thereby promoting the building of a closer security cooperation network among various government departments, relevant enterprises, and related information and crisis management companies, insurance companies, and security companies. It will also continuously improve the regional security service guarantee system, jointly address non-traditional security threats and challenges such as terrorism and extremist forces, and provide strong assistance for regional security and stability.

III. Main Functions

Information Sharing: By jointly formulating and implementing security policies and standard norms, strengthen security information exchange and cooperation, and improve the professional capacity and level of alliance members.

Resource Sharing: Integrate related resources such as human resources, technology, and business to form a resource-sharing mechanism and promote common development.

Coordination and Interaction: Establish a coordination mechanism to promote economic, trade, and personnel exchanges between China and South Asia and Southeast Asia, facilitate convenient customs clearance and fast visas, and boost the prosperity of regional economic and trade relations.

Win-Win Cooperation: By establishing a new model for civil cross-border security service exchanges and cooperation within the region, give full play to the overall advantages of the security service industry, strengthen cooperation among alliance members, and jointly address security threats and challenges faced by the region.

IV. Establishment and First Conference Summary

On May 28, the South Asia and Southeast Asia International Security Alliance Establishment and First Conference was held at the Comprehensive Training Base of Yunnan Police College in Kunming, Yunnan Province. Approximately 120 representatives from the security service industry from 12 countries and regions, including China, Bangladesh, Cambodia, India, South Korea, Laos, Malaysia, Nepal, Singapore, Vietnam, and Hong Kong, China, Macao, China, as well as leaders from relevant domestic departments, gathered to participate in the conference. The conference officially declared the establishment of the Alliance and elected its first leadership and management team. Mr. Yang Jincai, President of the Asia Pacific Security Association, and Mr. Wu Hongfei, Secretary-General of the Yunnan International Economic, Trade and Cultural Cooperation Center, served as Honorary Chairmen. Mr. Zhu Junkun, President of the Kunming Security Association, served as Chairman. Mr. Wu Hongning, International Secretary-General of the Asia Pacific Security Association, and Mr. Yi Baoxin, former International President of the Asia Pacific Security Association India, served as Vice Chairmen. Mr. He Runquan served as Secretary-General, and Ms. Zhou Ling and Mr. Wang Chengchun served as Deputy Secretary-Generals.
