The South and Southeast Asia International Security Alliance (hereinafter referred to as the "Alliance") is an international non-governmental organization jointly addressing security threats and challenges facing the region. It aims to leverage Yunnan's geographical advantage as a window and bridge for China to South and Southeast Asia, promoting the construction of the Kunming Central Legal District, strengthening the development of foreign-related legal systems facing South and Southeast Asia, and enhancing cooperation among alliance members to leverage the overall advantages of the security service industry.

I. Background of Establishment

With the deepening of globalization, the strengthening of international cooperation mechanisms, and particularly the advancement of China's Belt and Road Initiative and the signing of the RCEP agreement, exchanges and cooperation between China and South and Southeast Asian countries have continuously increased, with growing project investments, trade in goods and services, personnel exchanges, and cooperation mechanisms. However, the current global security situation is complex and volatile, with multiple crises impacting the world, including geopolitical conflicts, bloc confrontation, and high inflation. Terrorism is rampant, and incidents threatening personal and property safety are frequent, making various security issues increasingly severe. Only through the joint actions of relevant countries, especially their governments, can effective security governance be achieved. Therefore, there is an urgent need to establish a security system supported by the state, relying on the industry, and based on professional institutions.

II. Significance

The establishment of the Alliance can effectively promote economic, trade, and cultural exchanges and cooperation between China and the South and Southeast Asia region, safeguarding the investment, trade, property, institutions, and personnel security of countries and regions in this area. It will provide security measures and guarantees to market entities, coordinate and guide security services, improve the level and quality of security services, enhance communication between the security industry and government departments and industry practitioners in various countries, and form a "government-civil combined, tiered response" model for the protection of the legitimate interests of cross-border enterprises and personnel. This will facilitate the establishment of a closer security cooperation network among government departments, relevant enterprises, information and crisis management companies, insurance companies, security companies, etc., promoting the continuous improvement of the regional security service guarantee system, jointly addressing non-traditional security threats and challenges such as terrorism and extremism, and providing strong support for regional security and stability.

III. Main Functions

Information Sharing: Through the joint formulation and implementation of security policies and standards, strengthening the exchange and cooperation of security information, and improving the security practice capabilities and levels of alliance members.

Resource Sharing: Integrating relevant resources such as human resources, technology, and business to form a resource-sharing mechanism and promote common development.

Coordination and Interaction: Establishing a coordination mechanism to promote economic and trade exchanges and personnel exchanges between China and South and Southeast Asia, facilitating convenient customs clearance and expedited visas, and promoting the prosperity of regional economic and trade relations.

Cooperation for Win-Win Results: Through the establishment of a new model of cross-border security service exchange and cooperation in the region, leveraging the overall advantages of the security service industry, strengthening cooperation among alliance members, and jointly addressing security threats and challenges facing the region.

IV. Establishment and First Conference

On May 28, the establishment ceremony and the first conference of the South and Southeast Asia International Security Alliance were held at the Yunnan Police College Comprehensive Training Base in Kunming, Yunnan Province. Approximately 120 representatives from the security service industry in 12 countries and regions, including China, Bangladesh, Cambodia, India, South Korea, Laos, Malaysia, Nepal, Singapore, Vietnam, Hong Kong, and Macao, as well as leaders from relevant domestic departments, gathered together to participate in the conference. The conference officially announced the establishment of the Alliance and elected its first leadership team. Mr. Yang Jincai, President of the Asia-Pacific Security Association, and Mr. Wu Hongfei, Secretary-General of the Yunnan International Economic and Trade and Cultural Cooperation Center, served as honorary chairmen; Mr. Zhu Junkun, President of the Kunming Security Association, served as chairman; Mr. Wu Hongning, International Secretary-General of the Asia-Pacific Security Association, and Mr. Yi Baoxin, former President of the Asia-Pacific Security Association (India), served as vice chairmen; Mr. He Runquan served as secretary-general; and Ms. Zhou Ling and Mr. Wang Chun served as deputy secretaries-general.
