  The "Regulations of the People's Republic of China on Consular Protection and Assistance" (hereinafter referred to as the "Overseas Security Regulations") came into effect on September 1, 2023, aiming to safeguard China's overseas interests and protect the legitimate rights and interests of Chinese citizens, legal persons, and non-legal organizations abroad. The regulations were signed and promulgated by Premier Li Keqiang of the State Council and consist of 27 articles, mainly covering the following aspects:

  Responsibilities and Obligations: Clarifies the responsibilities of the Ministry of Foreign Affairs, overseas diplomatic missions, relevant departments of the State Council, local people's governments, and domestic units with personnel stationed abroad. The Ministry of Foreign Affairs and overseas diplomatic missions are responsible for overall coordination and providing consular protection and assistance; relevant departments of the State Council and local people's governments are responsible for safety publicity and response; units with personnel stationed abroad are responsible for communication and cooperation; Chinese citizens, legal persons, and non-legal organizations abroad are required to abide by local laws and take self-protective measures.

  Acceptance Methods and Areas of Responsibility: Stipulates that the Ministry of Foreign Affairs will establish a hotline and online platform, and overseas diplomatic missions will publicly display their office addresses and contact information to facilitate inquiries and applications from Chinese citizens, legal persons, and non-legal organizations. The areas where overseas diplomatic missions perform their consular protection and assistance duties are also clearly defined.

  Situations and Content: Stipulates that overseas diplomatic missions should provide consular protection and assistance under the following circumstances: infringement of legitimate rights and interests, suspected violations of laws and crimes, difficulties in basic livelihood security, and threats to personal and property safety due to major emergencies.

  Risk Prevention and Safety Reminders: Stipulates that overseas diplomatic missions, relevant departments of the State Council, and local people's governments respectively undertake the responsibilities of safety warnings, safety publicity, and education and training, and requires the issuance of overseas safety reminders based on the security situation, avoiding travel to high-risk countries and regions.

  Support and Guarantee: The state provides necessary support and guarantees for consular protection and assistance work to ensure its effective implementation.
