  The Convention on International Civil Aviation, commonly known as the Chicago Convention, was signed in Chicago, USA on December 7, 1944, and officially entered into force on April 4, 1947. China is a contracting state to this Convention. China formally declared its recognition of the Convention on February 15, 1971, and the Convention officially came into effect for China on March 28, 1974. After 80 years of development, the initial 188-page "Draft Technical Annexes" has evolved into 19 technical annexes, over 10,000 standards and recommended practices, becoming a globally used practical guide. As of December 2024, 193 countries have ratified or acceded to the Convention.

  The principles, rules, and international air navigation standards contained in the Convention and its annexes serve as important references for national civil aviation legislation. According to the Convention: (1) Contracting States recognize that each State has complete and exclusive sovereignty over its airspace; (2) Aircraft must have the nationality of a State, and no contracting State shall permit aircraft not possessing the nationality of a contracting State to fly over its airspace; (3) International flights must be authorized by the contracting State and comply with the conditions of authorization; non-scheduled flights may fly into and over the airspace of a contracting State without prior authorization; (4) Contracting States have the right to retain their domestic carriage rights; (5) The International Civil Aviation Organization (ICAO) is established; (6) The Convention applies only to civil aircraft and not to State aircraft.

  The Chicago Convention is the most important current international convention on international civil aviation, and is known as the charter document for international civil aviation activities. December 7, 2024, marks the 80th anniversary of the signing of the Convention on International Civil Aviation and the establishment of the International Civil Aviation Organization (ICAO).
