The "2025 Special Training Lecture on Overseas Business Interests Protection and Consular Protection for Enterprises" was successfully conducted on the morning of September 23, 2025, at the Daktar Gas Power Plant Complex in Yangon, Myanmar. The event was organized by the Yunnan Provincial Business Representative Office in Myanmar and the Rights and interests Protection Genter for investments in and from South and Southeast Asia with guidance from the Chinese Embassy in Myanmar.

Zhou Ling, Secretary-General of the International Security Alliance for South Asia and Southeast Asia, was invited to participate as a guest speaker at this event. This represents not only the dissemination of knowledge but also a profound application of our alliance's philosophy. It signifies an important milestone in the popularization of knowledge for protecting overseas interests and in the construction of an ecosystem to ensure the safety of Chinese-funded enterprises abroad.

Focus on the Mission: Serving the Overall Development of Chinese Enterprises Overseas

The International Security Alliance for South Asia and Southeast Asia is an international non-governmental organization dedicated to addressing regional security threats through joint efforts. Currently, it comprises members from 18 countries and regions. The formation of this alliance signifies an advancement in regional security cooperation in South Asia and Southeast Asia, transitioning from a "government-led" approach to a dual-track model that integrates "civilian" and "government" components. It aims to offer professional and systematic security guarantee services to Chinese-funded enterprises operating in the region. The Secretary-General Zhou Ling underscored that the protection mechanism for overseas economic interests is a network intricately woven from national strategies, policies, and laws, executive agencies, and points of interest abroad.

Innovative Model: Establish a three-tiered guarantee system of "Prevention - Control - Fallback"

In response to the simultaneous increase in the sensitivity and vulnerability of China's overseas interests, the alliance has adopted a "prevention - control - fallback" three-level system as its core. By leveraging international institutional cooperation, insurance industry risk dispersion, and new technologies such as drones and artificial intelligence, it provides full-cycle protection for Chinese-funded enterprises from "entering overseas" to "establishing a presence overseas", truly achieving the development goal of "risk controllable and sustainable operation". She pointed out that traditional consular protection and inter-governmental agreements, as well as external armed protection by local militias, are merely the starting point for providing necessary security services, and are by no means the end point. The innovative security model is the key guarantee for the stable development of enterprises overseas.

Collaborative Mechanism: Establishing a Rapid Response Network for Emergency Rescue

The collaborative mechanism for emergency rescue is one of the key components of our alliance construction. We are acutely aware that in the complex overseas environment, operating independently often fails to address various emergencies effectively. Only by establishing a comprehensive collaborative mechanism and integrating diverse resources can we maximize effectiveness during critical moments. We have developed the "ISASSA-110" transnational security rescue system, while also promoting technological innovation and establishing a regional technological innovation fund to support the application of cutting-edge technologies such as AI risk prediction and unmanned aerial vehicle inspection. Additionally, we have launched the "Overseas Security Training Camp" to build a "government + civilian" collaborative network.

Practical Verification: Professional Services Garner Enterprise Recognition

During the discussion session, the participating representatives raised a number of specific questions and challenges. These issues encompassed all aspects of overseas business operations of enterprises. The Secretary-General Zhou Ling, drawing on her rich practical experience, provided detailed answers and practical suggestions for everyone. Through these interactive exchanges, we gained a deeper understanding of the actual needs of enterprises and accumulated valuable experience for further improving our service system.

In the future, we will continuously improve our service system, build a more comprehensive overseas security guarantee ecosystem, and apply the latest technological achievements to enhance service efficiency and quality. We believe that with the empowerment of technology, overseas security services will embrace new development opportunities.
