On September 24, 2025, Ms. Zhou Ling, Secretary-General of the International Security Alliance for South and Southeast Asia (ISASSA), along with the Secretariat staff, conducted an in-depth follow-up visit to the alliance member, Peace Ray Security Services Co., Ltd. This meeting represents an important initiative by ISASSA to strengthen cooperation with regional security enterprises and support the overseas expansion of Chinese enterprises.

Comprehensive Business And Strong Strength

During the meeting, the three senior management personnel from Peace Ray Company provided a detailed account of the company's operations. This management team, composed of retired military professionals, has provided a solid guarantee for Peace Ray's professional services. As a leading enterprise in Myanmar's security industry, Peace Ray's business scope covers major cities and various scenarios across the countryIn addition to regular fixed-point services, Peace Ray also offers various flexible temporary services, particularly professional assessment reports tailored for Chinese enterprises investing in Myanmar. The company places great emphasis on talent cultivation and has established a comprehensive training system.  

In-depth communication and mutual benefit for win-win results

During the meeting, both parties engaged in thorough discussions about the current state of the security industry in Myanmar. We learned that the Myanmar government, aiming to attract Chinese investment, has recently revised its security regulations. Peace Ray actively participated in the revision and implementation of these regulations, showcasing its industry influence.

Regarding the market situation, Peace Ray provided key information, including the charging standards for security personnel in Myanmar, the costs associated with registering security companies, and the overall industry landscape.

The parties also exchanged perspectives on topics such as the application of drone technology, the demand for police dog services, and the security conditions in particular areas. Peace Ray candidly analyzed the current practical situation of Myanmar concerning the application of new technologies.

Visit the chamber of commerce to understand the needs of the enterprises

To gain a comprehensive understanding of the actual security needs of Chinese enterprises in Myanmar, the ISASSA delegation, having reached an agreement with Peace Raypromptly visited the Myanmar (China) Yunnan Chamber of Commerce in Yangon. There, they engaged in a practical and in-depth exchange with Mr. Xie Minggui, the president of the chamber.

Secretary-General Zhou Ling systematically introduced the formation process, service philosophy, and business coverage scope of ISASSA. She focused on elaborating on the operational experience of the Kunming Security Association, the construction vision of the ISASSA Security Collaboration Platform, and the selection requirements for overseas security officers. She sincerely expressed her desire to accurately understand the actual needs of Chinese enterprises in Myanmar.

Mr. Xie Minggui, the president, detailed the distribution pattern of Chinese-funded enterprises in Myanmar. He acknowledged that in the current complex situation in Myanmar, many enterprises have a very urgent need for professional and systematic security services. Mr. Xie also objectively analyzed the social security situation and business environment in Myanmar. The two sides also conducted fruitful discussions on specific business fields such as vocational education training, the application of unmanned aerial vehicle technology, emergency rescue system construction, and security services for working dogs, laying a solid foundation for subsequent cooperation.

Looking forward to the future and moving forward together

During this series of visits, the ISASSA delegation acquired numerous valuable insights. In-depth exchanges with Peace Ray revealed its professional capabilities and mature operational experience, as well as the real situation in Myanmar. Our practical cooperation with the Yunnan Chamber of Commerce enabled us to understand the business environment in Myanmar and grasp the actual needs of Chinese enterprises operating there.

All parties concurred that effective security guarantees for the overseas development of Chinese enterprises can only be provided by precisely aligning professional security service capabilities with the actual needs of these enterprises.

This return visit is an important practice for the ISASSA secretariat to fulfill its alliance responsibilities and serve its member units. It also represents a specific action to promote cooperation in the security industry between China and Myanmar and to support Chinese enterprises in Myanmar. In the future, ISASSA will continue to integrate high-quality security resources in the region, fully leverage the role of the security collaboration platform, provide comprehensive security guarantees for the overseas development of Chinese enterprises, and contribute to building a safer regional investment environment. We look forward to collaborating with more outstanding security enterprises and chamber of commerce organizations to jointly write a new chapter in regional security cooperation!
